How to auto-apply effects on start-up ?

Hello and appologies if this has already been answered, but I couldn't find it elsewhere, so here's my question: is there a way to save the settings so that a particular effect is applied automatically at start-up (like in the attached screenshot example) ?
Currently I have to manually set them each time Windows stats.
