Can't get to settings

Like the title says. I'm using a work computer (i'm allowed) but the tasktray icons have been disabled. only the time/date is visable. I used to be able to get around this by having a shortcut to the .exe file to load the settings. now when I do that nothing loads on my screen. the computer is windows 7
