I've uninstalled and reinstalled f.lux twice, I have lowered the temperature and used the 24 hour preview to check to see if it worked except no change is shown.
The program runs fine on my desktop, but on my laptop there just isn't any change.

It is important to know what your video hardware is,
Is the following correct?
ATI Mobility Radeon™ HD 4250 Graphics with up to 1405MB total graphics memory
To check, look into your installed programs (in the start menu) far ATI things.

It sounds to me like there's some HP proprietary software that's preventing the change from occurring. It could be software that controls things like the display brightness, contrast and color.
Do you have an antivirus running that might have f.lux as a false positive?
And can you find an update to your display drivers?
