Stuttering issue with AMD RX 480 GPU's

Ever since I upgraded to an AMD RX 480 GPU 6 months ago, I've had stuttering issues (every 1-2 seconds) both on the desktop and while playing games. I always assumed this was my power supply so I bought a new one and it didn't fix the problem. I did extra troubleshooting and closed every program I had running one by one and discovered that closing f.lux resolves the issue.
Apparently, many other people have had this issue, and many may not even know the cause.

Or perhaps display a little warning box saying to enable safe mode if you are experiencing stuttering issues? This issue has been happening for months across multiple driver versions and two OS reinstalls. I think there should really be a warning somewhere so people don't spend money trying to fix an issue caused by a free program, like I and many others have.
