How do I make it 1200K permanently?

The current version of f.lux doesn't have the ability to do this. The only way to do it with the current version is by changing your Location in f.lux to a place where the sunset has occurred already so that you can choose 1200K from the 'Lighting at night' menu. Another way would be by changing your computer's time, but of course almost no one would want to do that (I definitely wouldn't).
May I ask why you want to use 1200K 24/7? Are you using your computer in total darkness (with no lights on)? Why not just lower your monitor's brightness using its onboard controls?

Set it once and kill the process. Don't exit nicely. I think Process Explorer can do this.

The only thing permanent about that though is, it stays for the duration of the current Windows session. Once Windows is restarted, that's it.

I think it's just better. I'm used to having twilight on the phone at full potency all the time (only adjusting the brightness depending on the place I am). The orange-ish screen just feels so good on the eyes.

Twilight at 1500K measures about 5100K, so you might find f.lux can be used at more moderate settings :)
