Just asking out of curiosity. Why is it a separate button that requires a restart to take effect?

Is there some kind of technical limitation, or is it just that the lowest settings may be too extreme for most users?

As it was explained to me, it's because the way it expands the range sometimes doesn't work perfectly (it's a Windows thing), and so it's best to leave it as something you can undo. I don't know if there's a way to make it work perfectly if it ends up not working perfectly. Fortunately, it works exactly as it's supposed to for the vast majority, but still, they'd rather leave the option to undo it if it's not working correctly.

So, it's due to a little problem with Windows they encountered a time or two and can't get around it, and so they came up with this solution.

In other words, the explanation can be shortened to, "Because Microsoft Windows." :)
